He brings up disclosure by breaking the "silence is golden rule" but he makes a misdirection that could be intentional or unintentional whith that being he says: "fund" several times and mentions the "Rainy Day Fund" as if it "is" the fund.
The reality is there are hundreds if not thousands of different funds.
Government misdirection has always been to point the public's attention to one (1) fund entitled "The Rainy Day Fund" which I have made clear in many of my past writings is like your pocket change jar in comparison to the thousands of "other" designated investments.
Hopefully, he is just in a learning curve and has not grasped this point yet and will comprehend as time passes clarifying his statements.
